Add CLI client application with SignalR connectivity
Implement standalone CLI client that connects to Luna.Core via SignalR for interactive chat sessions. Includes ChatClientService for managing the hub connection and streaming responses, with a hosted service architecture using Microsoft.Extensions.Hosting.
